Voluntary Services Specialist

The incumbent must use a wide range of voluntary program practices to improve the overall effectiveness of the Voluntary Service Program. The work involves using processes and methods from different disciplines (Human Resources , Fiscal etc.) The incumbent will be responsible for fiscal procedures (IFCAP), initiating policy and procedures, decision making, solving organizational problems, recruiting, training and placing volunteers , attending meetings representing the program and the Chief, Voluntary Service, attending and speaking at meetings of the Veteran & Fraternal Service Organizations as well c1s if necessary conducting regularly scheduled, quarterly VAVS meetings. In most instances, the Specialist can represent the Voluntary F1rogrnm at VA Hudson Valley HCS, at each campus and community based clinics, and in the surrounding community. Frequently, the Voluntary Service Specialist will have to act on his/her own initiative. The incumbent must totally understand and have a broad and thorough knowledge of the role of the Voluntary Service Program and its implementation within VHA, VAHVHCS and in the community. Superior Academic Achievement:
A Bachelor's degree with Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. I graduated in the top third of my graduating class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. OR I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. Experience:
One year of specialized experience equivalent to the GS-5 grade level in federal service that has equipped me with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is experience developing and maintaining positive and successful relationships with community civic agencies, volunteers, staff, community groups, students, business people, and the general public. -OR- Combination of Education and
Experience:
an equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
